A government under siege
BY FROK ÇUPI
The Nano government, which yesterday received a vote of confidence in Parliament, is in a state of siege. On the first level of the reaction against reform or against stability, the most prominent forces of the former regime are cooperating patiently. But the decision of the Nano government is being undermined by the anti-national circles present. The most important target has been and will remain the Ministry of the Interior. The two forms of siege on the government are working together. On the one hand, the people's hope of seeing it freed from crime has begun to fade, and this runs counter to the clear purpose of separating the government from its functions. On the other hand, other powerful interests have begun to work in the opposite direction. The absence of members of this ministry is becoming ever more apparent, but the rise of a new political structure in the name of the ruling old order in SHIK has organized itself with a full program of governing. Since exponents of this illegal SHIK line have openly moved into the government ranks, uncertainty is growing into conflicts and major clashes, even to the point of losing ground at the top. It is in place. The transfer northward from Tirana toward several northern areas has caused structures from this Ministry to extend even further into groups? headed by capable people in defense of the interest and order. Wake up with divided attention. In Shkodër plans are being made for nothing, or such things are being done, with only 2 or 3 police officers and machine guns against special structures like other executives and many others? Today they mainly operate around the siege, but with a tendency toward harshness in the north and mobility. SHIK has organized completed government programs. Since exponents of this illegal SHIK line have openly moved into the government ranks, uncertainty is growing into conflicts and major clashes, even to the point of losing ground at the top.
The government appointed a very capable and powerful Interior Minister? but now he has been treated badly, left alone in this government. The hope that the minister's decisions and words will be implemented has begun to become a problem.
There is a great deal of evidence about organized groups lying in wait for the government. Other organizations, in the name of protection, are keeping the government under constant surveillance. That is not all. A part of the forces that do not want this government has concentrated in the north. In many cases these forces have openly acted against the orders of the Ministry of the Interior.
Through such a climate it is clear that the new government is surrounded.
